The Bilateral Obligations of Health-care Professionals and Polices and The Drunken People¡¯s Cost Responsibility Related to Protection of Heavily Drunken People

Abstract

|
Frequent and excessive drinking culture in Korea is very severe. The problem of heavily drunken people consist of three things. First, heavily drunken people has anxiety and aggressive attitude. Therefore they may be criminal subjects. Second, heavily drunken people may be criminal objects because they have low level of cognitive and motor-sensory function. Third, Heavily drunken people have risk of medical problem.
This article takes notice of third problem related to health-care and proposes guideline for treatment and protection of heavily drunken people. Meanwhile, it point out conflict between health-care professionals and polices. And it proposes dual obligation of them. Then, it suggests one of segmented guideline for maximizing efficiency. And it explains heavily drunken people¡¯s cost responsibility by socioeconomic surplus and legitimacy.
